Debby’s Floodwaters Prompt Emergency and Disaster Declarations in New York, New Jersey, and Pennsylvania


The East Coast from the Mid-Atlantic to New England experienced severe weather and flash flooding caused by the remnants of Tropical Storm Debby on Friday. The National Weather Service warned of heavy rainfall in the Northeast and New England, with up to 25 inches possible. Flood watches and warnings were in place for more than 35 million people from South Carolina to Vermont. New York, New Jersey, and Pennsylvania declared emergencies in response to the flooding potential. Major flooding and evacuation orders were reported in Tioga County, Pennsylvania, and neighboring areas. Utility outages affected over 362,000 customers in five states, while over 1,400 flights were canceled and 8,400 delayed due to the weather. Train service and sporting events were also disrupted. As Debby moved towards southeastern Canada, a rare respite from summer heat with below-average temperatures was expected for most of the nation. Despite weakening to a post-tropical storm with 30 mph winds, the main threat from Debby remained its heavy rainfall, causing coastal flooding warnings along the Mid-Atlantic coast. The storm’s impact continued to be felt in North Carolina, where Gov. Roy Cooper warned residents to remain cautious. Overall, the severe weather brought by Debby led to multiple fatalities and significant disruptions across the East Coast, with authorities urging residents to stay safe and heed emergency directives.
