Dutch intelligence reports an increase in hybrid attacks from Russia against Europe


The Dutch military intelligence agency, MIVD, has reported an increase in hybrid attacks by Russia aimed at undermining society in the Netherlands and European allies. MIVD’s director, Peter Reesink, highlighted the growing Russian threat, even after a possible end to the war in Ukraine, stating that state actors are trying to undermine society with hybrid attacks. The agency detected a Russian cyberattack against the digital operating system of a Dutch public service, as well as a cyberoperation against critical infrastructure, possibly for sabotage. Hybrid threats encompass a range of activities, from physical sabotage to disinformation campaigns, combining traditional espionage with cyberattacks and other attempts at influencing society. The MIVD also warned of Russian entities mapping infrastructure in the North Sea for espionage and acts of sabotage targeting internet cables, water, and energy supplies. This aligns with accusations made by Britain’s foreign spy chief in November, who accused Russia of waging a reckless campaign of sabotage in Europe. Moscow has denied responsibility for these incidents, dismissing accusations as baseless and unproven.
