Trump administration refuses to engage in migration discussions with Cuba


Cuba has announced that it will continue to receive deportation flights from the U.S. as per a previous agreement between the two countries, despite the fact that the U.S. State Department has no plans to hold migration talks with the Cuban government. President Donald Trump’s administration is cracking down on immigrants, but it is unclear how larger scale deportations of Cubans without legal status will be carried out. Cuba plans to uphold the 2017 migration accords negotiated with President Barack Obama, which allow for deportations on a case-by-case basis. However, the monthly deportation flights usually have less than 100 people, far below Trump’s mass deportation goals. Migration talks between the two countries have been ongoing since the 1990s, with interruptions during the Bush and Trump administrations. The Biden administration resumed these talks in 2022, coinciding with a historic wave of Cuban migrants entering the U.S. Cuba blames the U.S. economic blockade for encouraging emigration, but remains committed to the 2017 agreements despite heavy sanctions. Cuba has criticized the U.S. for exploiting migration issues for destabilization purposes and believes mass deportations of Cubans in the U.S. are unfair. Both countries have limited official exchanges, with recent tensions arising from U.S. diplomats engaging with Cuban political dissidents. Cuba is open to developing respectful relations with the U.S., but sees a lack of willingness in Washington to do so. De Cossio of the Cuban government believes a more civilized relationship between the two countries is possible, despite a long history of conflict.
