Farmers Face Water Challenges Despite Full Reservoirs This Summer
POCATELLO – As eastern Idaho’s reservoirs reach near capacity, farmers may still encounter significant water supply challenges this growing season. The National Weather Service (NWS) in Pocatello has forecasted above-average temperatures and below-average precipitation for June, July, and August. These conditions could heighten irrigation demands across the region.
Craig Chandler, water master for District 1 at the Idaho Department of Water Resources, indicated that junior groundwater users may be required to supply water from storage reservoirs to senior users should natural flow levels drop too low. "A hot and dry summer likely means obligations for groundwater users to provide storage water," Chandler warned.
The NWS predicts a 60% to 70% chance of warmer than average temperatures, with highs often reaching the upper 80s and low 90s during peak summer months. Similarly, the likelihood of below-normal precipitation is strong, with a 40% to 50% chance reported for most of eastern Idaho.
Chandler noted that despite reservoirs being nearly full—with Jackson Lake and Palisades at 97% and 98% capacity, respectively—there could be aggressive water withdrawals due to the anticipated high demand driven by hot weather. Snowpack levels have also been concerning, currently at just 75% of normal in the Snake Basin, limiting runoff potential.
The 2024 Stipulated Mitigation Plan offers junior water rights holders protection from water curtailments under certain conditions. However, if natural flow drops significantly, they may need to acquire additional water storage, resulting in increased costs. Chandler advises junior water rights holders to proactively secure contracts and cooperation to mitigate potential impacts this summer.
